Drive Any Vehicle. First, 100% complete the game. Now go to either OPTIONS menu, hold L+R, and press A, B, A, B. Now go to a phone booth, and when in the phone booth menu, press L or R to open a sub-menu where you can select from any of the game's vehicles.
